Hello all
I am going to US for first time in june ON L2 visa. Can i apply for EAD without going to new york? If yes, then who will collect EAD card in states?
I also want to ask that can i go to US without my spouse(i.e L1) for 1st time?
And what will be the fees and procedure for EAD?

You have to be in US in order to apply for EAD.

L2 is a dependent visa. Hence, the primary applicant already need to be in USA, or travelling along with you for your first visit. Later the primary applicant can come back for short visits & you can stay there.
