Change of Status from L1B to F2 while H1 is in process

I am currently working in US (with company A) on L1B and also had another offer from employer X who filed my H1B visa under Change of Status. My H1B application is through lottery, however I am still awaiting approval. I have 2 questions on my situation here -

1. My current assignment in North America with company A is over and now I am asked to go back to my home country. Considering the fact that it is change of status from L1 to H1 , and that I have my H1B in process is it OK to travel and reenter US in October (when H1B is approved) ?

2. Can I resign from my current company, change my status to F2 (my husband is on F1). Will this negatively impact my H1B approval/stamping ?
