Scheduling an appointment - no L-1 (Individual) option available

Hello there. While trying to schedule an appointment for the L-1A visa I noticed that some of the countries (Poland, Lithuania) would not have an L-1 (Individual) option listed under the Visa Class, only L-1 (Blanket). Does this mean the embassies in those countries don't issue the L-1 (Individual) visas, or shall I just schedule my L-1 (Individual) interview using the L-1 (Blanket) option is those cases?
