L1B Individual Rejected, chances of L1B Blanket

Hello,

My company had applied for a L1-B Individual visa in Jun 2015 for which I got an RFE to explain how did I gained the required skills during my stint in the organization. The required information was provided to the USICS but unfortunately the visa was denied.

My company filed for my H1-B visa this year but unfortunately my name did not appear in the lottery this year, now my company wants to file my L1-B Blanket visa what are my chances of getting it?

I have been traveling to the US on B1 visa for short visits does this impacts my chances of getting a L1-B visa?

Request if someone can help with this query. The organization says that I am not eligible for L1 Blanket since my individual got rejected on the first place.

Could this be true?
