I am having L1b from X but not travelled, can i go for Y to sponsor H1b?

I am having L1b blanket, Due to management reason my travel is not happened. Can other company say Y can file/sponsor my H1b ?

Yes they can, but H1 cap is already closed. The next one will open in April 2017 with earliest start date of 01-Oct-2017.
