L1B to F1

Hi,

I would like to get into Phd Programs in USA. I am planning to apply for F1. I am already in L1B for 4 years now. Can I be able to apply for F1 or do i need to be out of country for 1 year to apply for F1?.

Yes you can, without the need to go out of US. If USCIS is convinced of the genuineness of the change they will approve it. Also, do remember that being on F1 does not reset your work visa clock .
