L1 Blanket visa renewal: India Or Canada?

Hello
I am currently on L1B blanket visa expiring in Nov 2016. My company's legal team is advising to go for L1B blanket renewal instead of individual extension in the view of increased RFE scrutiny and rejections. Can someone please advice whether Canada would be good choice for getting blanket renewed or Home country (india). I plan to get my the renewal done by September so that in event of rejection, can still enter the US on existing visa to wrap things up.

Did anyone recently get L1B approved from Canada US consulate to understand the success rate or is it recommended to get it done in India ?
