i129 expired, but have valid i-94 and visa

Hi All
Need Urgent help,

I am currently in states.
My L1-B visa is valid till April 2018, and i-94 till Jan 2018.

My i-129 is expired in the month of April 2016.

I missed to apply for extension, Can I apply it now?

Can I still apply for L2 visa for my family and also if I go back to India, then can I come back without any issue.
