One would need to see reasons for B1 and L1 rejections?

Example, there have been cases when the person did not voluntarily disclose about a brother/sister/blood relation being present in US and officers catching that and refusing the visa, in such cases it would be difficult to get future visas.

Another example is of case where in a person falsified a degree/education and was caught.

So unless the B1 and L1 were rejected due to a wrong doing, I dont think H1 application would be impacted.
