L1 A blanket rejected

Hi,
My L1 A was rejected and the comment given by the consular was that Functional manager role and is not the correct category for L1 A visa and ask your employer to apply for a different class. My visa attorney says that functional managers are allowed under L1 A, i am confused what is true?? Now they say they will apply for individual visa under the same class that is L1 A. i have few questions around this

1. Is functional manager role allowed under the L1 A visa class?
2. What happens to the demand draft i submitted for anti fraud?
3. What are the changes of the individual visa getting rejected??

Any advice would be helpful.

Even my L1A Blanket visa has been rejected today at chennai consulate. applied for Technical Manager role as techno function. Received the same response from the VO. I do have same queries which you have posted to the group. kindly let me know, if you received any details.
