I am currently on H1B on my 9th year with my I-140 approved. Can I transfer my visa under a new employer to L1A and subsequently apply for GC under new employer in EB1C? Is that an option?

Technically possible if you leave US , and work for the new employer outside US for at least a year in a managerial/executive position.
