L1 to H1 Change of Status and H1 Transfer with Receipt

Currently since premium is put to hold on H/L. My question is how long it takes for L1 to H1 Change Of Status.

Recently one of the employment got rejected considering they said it takes around 6-8 months. Wondering if CoS can be done sooner so that I can start working with the new employer on receipt (which generally takes 2 weeks in case of H1 to H1 transfer).

Also want to check if L1 to H1 CoS and Transfer can be done together and time duration for this would be 2-3 weeks or the best time it would take.

Do you have a prior H1 approved petition?
For COS to H1 one cannot work with merely the receipt, one need H1 approval with new I94 in order to work.
