L1A for executive of Investment company

Hi all, I am the Director and majority shareholder of an Investment company. Can Investment companies sponsor L1 visas for their executives, if the company is also the majority owner of US company. We don't have any employees in the foreign (non-US) company apart from the Directors who are also the owners of the company.
The company's primary functions are it invests in companies and has a high networth because of these investments. Company has done a similar investment in US company.

The US company is an existing IT company with over 20 employees and $5 million in revenues.
