L1A Blanket rejected with 221G but passport is retained by VO

Hi,

I attended Visa interview for L1A blanket on 20th, Nov. After interview, i was given blue slip with visa not clearly approval and provided a case number written on it by VO.
But VO retained the passport, generally passport would be returned immediately after visa denial.

I got a mail today to collect my passport. Don't know what this means? Anyone faced same situation before?
