H1B to L2 EAD

Hi!

My wife is on a H1B, she has been in the US for more than 4 years and has currently responded to an RFE in her final H1B extension. I have a L1B and currently in the US. I have the following questions -
1. Can she apply for a L2 and then a L2 EAD if the RFE is approved and her H1B is still valid ?
2. if so, how long does it take to get a L2 and then a L2 EAD while in the US ?
3. If her H1B extension does not go through and she needs to go back to India, is there a cool off period before when she can apply for a L2 and L2EAD ?
4. Can she work out of a different location than me on a L2EAD ?
