Eligibility for L1 A Visa after rejection of L1B

Hi,

I had applied for L1B (Blanket) Visa in July 2017 and it got rejected in August 2017.
Am I eligible to apply for L1 A (Blanket) visa now?

L1A basic requirement is to have worked in managerial capacity for 1 year - which is not shown here.
