L1-a ceac status refused and issued 221-g administrative processing

My L1-A individual was processed on December 4th- 2017 USA consulate collected my Passport and issued a 221g- Blue slip with administrative processing. On December 14th passport was returned along with same 221-G letter stating further administrative processing. On March 1st -2018 received an email from the consulate to submit my passport and on April 2nd the CEAC website status changed to Refused and passport was returned on April 5th -2018 along with 221-G blue slip for administrative processing. Since i was removed at the POE on May 4th -2017 for traveling on B1-B2 visa to visit my clients and due to the business establishment in USA they removed me from the port of entry and told me to come back with L1-A visa as valid travel document and they put 5 years bar on my B1/B2 visa. Can someone help me why they changed the status from Administrative processing to REFUSED on CEAC and issued me a 221-G letter for administrative processing and there is no denial letter which came along with the 221-G letter. it was just my passport and 221-G blue slip which mentioned it has been refused for administrative processing and application will be reconsidered once the AP is completed. Contacted the consulate 2 times but there was no response then i contacted the NVC call center they said my case is under administrative processing. The consulate officer did not request for any 212 waiver document at the time of my interview, he said it is not required. Not sure whether the VO has recommended for 212d3a waiver to the ARO office and how long will it take for the ARO to complete the waiver. My L1-A petition is going to get expired on October 2018. As per the new amendment on the FAM manual i see the ARO waiver process is average 60days. However i am so stressed out now that my business is really suffering without my presence at my USA office. Someone please help me if you have similar experience and got any results from the consulate.
