    Entry to US on L2 valid but PED expired

    My L1 visa is valid but petition is expired and extension is in RFE.
    My wife and son are in India with L2 again valid till 2020 but PED expired.
    My question is that can they enter United States on L2 or they have to come on B2 visa.
    Can someone please reply
