L1 B Renewal vs fresh L1

Hello

I am working on L1 B, valid till March, 2019. And wanted to go for L1 B renewal to US consulate outside USA.

My questions are :

1. Will this considered as L1 B renewal or fresh L1 B ?
2. I was looking at the fee needed for L1 B, PL 114-113 fee is one of them (based on employer), However it is not applicable on L1 B extension.
Will PL 114-113 will be applicable to me when I go to US consulate ?

The first criteria of getting an L1B is to work outside USA for the same company for one year. Since you are already in USA - it won't be a fresh L1B anymore.
