L1 A Blanket put on Not Clearly approvable state

My Husband had a L1A Blanket visa interview two days back and after the regular questions on roles responsibilities,salary,location and detailed org chart went out for two minutes and after coming back the VO said :
The Visa cannot be approved as of today, this is not because of your skillset or role but because of the new visa policies.
I am giving you this Blue SLip (Form 221G), please give it to your HR and once they respond on it,we can further process your application.

He gave us a Blue Slip which is ticked on : Your L1 Blanket is Not clearly approvable under Section 8 CFR 214.2......

He did not say what response is needed or we should apply under a different category.

Has anyone got a similar response from VO? How will the HR / Attorney know what more information is required, is there a way we can find out?

You are not the first & only one. Almost 50% of L1B Blanket visa applicants get this & are asked to go with Individual petition.

Understand the process of blanket petition - blanket is given to organization after evaluating company's profile, however your profile is evaluated only during interview & DS160 form. VO usually rejects the visa application, if they get any doubt.

On the other side an individual petition requires yours as well as your organization's documentation to be submitted to USCIS & it clearly prove your profile.

Go ahead with Individual petition - you still have high chances for your visa approval.

221G Blue slip means "Not Clearly Approvable" ... which means it is sort of a soft-rejection.

You can talk to your attorney, he surely knows about it & file for individual petition.

Hi Libra_14 , I was looking for any advice, I have same situation, I when in to the interview and before the interview, they post in my passport a note with Petition not in PIMS, following that, in the interview the VO denied my blanket visa with Not Clearly Approvable but no slip was given. I visited the visa information site and I found that my case is currently undergoing necessary administrative processing, do I have any chance to get my visa issue? or are they going to refuse it anyway?. Thank you.
