Can green card for l1a dependents be filed while they are not in US? Or is it necessary for them to be physically present in US for gc to be done? I am the primary visa holder working in US. Can my company file for my wife and kids without them being here? If they do join me here in US, what are the travel restrictions they will face while Green Card is being processed? Are they allowed to travel to India

For L1A under EB1C, what you file for your dependents is form I485 which is basically an "Adjustment" of status. If they are not in USA (means having no current status) they cannot "adjust" their status.

You can also file for them from outside USA, you'll have to file for their dependent GC using consular processing in their home country - which might take it own sweet time.
