L1b extension in parallel with h1b consular

Hi,
My husband is on l1b blanket visa.
L1b visa validity- feb 2020
I94 validity - nov 2021

We want the the L1b to be extended for 2 more years before h1b gets activated(consular mode), since I am working on L2 ead.
1)Can we still extend l1b visa stamp after oct 31 2019, in case our h1b gets approved before that?
2)what would be the sequence of events, considering we want to be on L1b/L2 status till 2022 mid?

My husband's employer said, we could do both h1b consular and l1b extension in 2019. But I am not clear about the sequence of visa applications.

Also, just to add, L1b blanket petition is 'valid indefinitely'.
