Qualifying Organization Pre-requisite for L1 (Intra Company Transfer)

Have following queries, related with qualification of organization for L1 (Intra Company) visas:

** What the terms & conditions for a company to qualify for L1 (Intra Company Transfer)?

** Can an organisation who is in process of opening a branch (LLC) in US, qualify for processing L1 (Intra Company Transfer) just after registration?

** Is there some qualification criteria for that a company, who has branch in US, should have done business for XX amount of years?
