Continuous stay in US in L2

A person who has completed 5 yrs of service in L1B, needs a break of 1 year. But can he stay in US in L2 for that year and again apply for L1 or H1 the following year?

the clock will reset only if you are out of country for 1 year.

the only change in recent memo was out counting time spent of H4 or L2
