H1 to L2 in US

Hi,
My wife is working in US on H1 and I am working in US on L1.
Now she wants to leave her job and become my dependent. So Can I apply for her L2 visa while she remains in US. We don't want her to go back to India and then get L2 stamped and then come back to US.
Please let me know if it is possible that she can convert her H1 visa to L2 visa while she is in US.
