L1 visa - Individual visa petition

My company applied for my L1 visa under individual petition.
2 days back i checked the USCIS site and saw the foll status message.

Application Type: I129, PETITION FOR A NONIMMIGRANT WORKER

Current Status: Approval notice sent.
Does that mean that my visa is approved? What exactly is the difference between individual petition and blanket petition? From what i heard from acquaintances, decisions for individual L1 petitions is done at US unlike blanket where there is chance of rejection at US consulate in India.

As per the message ur RL1 is approved, now u can proceed for visa stamping.

blanket l1 is a pre approved petition n rejection rate is lil higher when compared to L1 individual

So does that mean, the possibility of visa rejection at consulate after getting approval from USCIS for indiv L1 visa petitions is nill or close to nill
