L1 Visa Question

I am staying in UAE for last one year.
I once got B1 visa refused here about 10 months back.
Now I want to go for L1 visa stamping.
My passpost is from Delhi,
My wife and daughter pasport are from Chennai,
I want to get the adress changed for my wife from Chennai to Delhi,
To which US consulate i shoud approach, Delhi or UAE ?

for correction in the passport u have to get in touch with the indian embassy/consulate. if u want to apply for the visa for any country then get in touch with tht country's consulate.
