Resubmission of I-129(L-1B individual) petition after withdrawl due to RFE status

Hi Members,

I am currently working in India for a Company A which had filed for an I-129 petition(L-1B Individual visa) application for me in november '07 for california region & i received a RFE for the same. Subsequently the petition was withdrawn due to a mangement decision to withdraw all petitions having RFE status. My doubts are as below:-

1)Can my current employer re-submit a fresh I-129 petition immediately again for me for a location which does not fall under the california service centre or is there a freeze period before a fresh application for I-129 can be resubmitted as the earlier one was withdrawn by my employer due to RFE status.

2) Can i also file for an H-1B petition in parallel with this or will only one visa petition be entertained at a time.

3) Is it true that many visa petitions falling under I-129 (L-1B invidual) for California region are being sent an RFE status?

I already have a business visa stamped on my passport (stamped in Oct '07) which is valid till 2017 but i have not travelled to US until now.

Please let me know asap
