L1 rejected. Can i apply for H1?

Hi,
My L1 was rejected after i sent my response to the RFE sent to me. I came to know it's happening a lot these days.
1. any specific reason for this?
2. Can I apply for a H1 visa now?
3. Will my L1 rejection affect H1 in any way?
4. Is there any time duration for which i'll have to wait before i can file visa again?

Please help by proving answers to these questions.

What was the RFE?

Was the reason for rejection based on employer or you?

RFE is Request for Evidence which has a set of questions to be answered as raised by US visa.
The reason says that person does not hold any specialised knowledge although i had provided documents in support of the same.
