H1 and L1

I was working on L2 EAD,then my company applied for change of status to H1b

H1b petition was approved on Nov 1st 2007 valid upto 2010,then i came to India on Dec 2007 and went for H1b visa stamping to Chennai consulate on 12th Dec 2007 and got 221(g) pink form.

Chennai consulate asking to send my passport on 15th Feb,after more than one month still my passport with Chennai consulate.
They are not asking any document and clarification,when we contact through phone or mail,they said that case is still for Additional admin process,and are not committed any time line.

Now the same company asking filling L1B petition for premium processing.
my quetions
1) Can i apply L1b while the H1b is under 221(g) pink form?

---- Yes, you can

2)If i get approved L1b petition,can i go for stamping? OR first i have to close the H1b petition valuntorelly,then only i can go for L1b stamping?

---- Yes, you can go for L1 b stamping. But first you should get your Passport from the US Consulate

3)This H1b query is any impact that for L1b stamping?

---- NO, Not at all

Thanks for your response.
That means i can go for L1b stamping without closing my H1b 221(g) query OR first i have to close the H1b issue and then go to L1b stamping
