L1 visa from Dominican Republic while on tourist visa

Hello,

I have a question about getting L1 visa. My company (located in USA) have a Dominican Republic branch. Can I obtain L1B visa from US consulate in Dominican Republic if I am only in tourist status here (I do not have a Dominican residence)?
