Can a person apply for EAD while in L1B status?

Can a person on L1B apply for EAD while in L1B status?

He wants to apply because, his L1B is expiring and his spouse is already in US in L1B status.His visa is expiring in oct and is planning to process L2 during oct. But can we apply for EAD, as we can have EAD ready when he comes back with L2?
please confirm.

Not possible.

You can do that only after approval of L2 status.
If you current status is NOT L2 then you cannot apply an EAD.
