L1 Blanket Visa refused -- can i reapply?

Hi

My L1 Blanket visa got refused in Kolkata Consulate. The VO stated "not clearly approvable specialized knowledge"
Now my employer is provinding me with new documentation stating my specialized knowledge evidences. Is it ok if I re-apply with the new documentation. If so what is the chances of getting through this time? And also let me know if there should be a time gap before i can re-apply.
Please reply asap as I may need to re-apply soon.

You can apply but no one can tell your approval chances but a VO.

Time gap doesn't make any difference.
If there are any changes in circumstances then its feasible to apply otherwise you are taking a chance.

by circumstances, I meant adding a training certificate/certifications of your field etc.
