Visa Transfer

Hi,

I need some suggestion related to transferring visa from L1A to H1B.

At present I have a L1A visa filed by company A in Year 2008. & i want to switch to another company B. My Question is, Can company B file H1B or transfer L1A to H1B for me in this year quota Oct. 2008? if so, what process involved in same?

Please let me know ASAP.
