H1B to L1A transfer

Hi,
I am in US on H1B and my wife on H4. Comapany is planning to change my H1B to L1A so that my wife can work in US.

My question:
If my company transfer my H1B to L1A, my wife's H4 will change to L2 and whether it can be done while my wife in US.
I got information like my wife should be in india to apply for L2.

H4 to L2 COS can be applied inside US along with your L1 COS.
