USCIS Approval Query

Hello Forum Folks..

How important is Approval of L1 Visa from USCIS? What documents will be approved as such? are they going to send those docs to consulate/embassy to get OK.ed again? Will USCIS approve only Individual L1 visas or for all? is it Kinda visa Guaranteed or something !!
Or how important will be the interview with the consulate.

ANY Idea.. Please Reply Fellows ....
