COS-L1 to L2

Hi

Me and my husband are on L1 visas from our companies and right now working in the US. Now we want to file L2 for my husband. Since he's already in US and on L1, my company says they will not be processing his L2 and I need to do it on my own.
Does anyone know the details of how to apply for change of status from L1 to L2? What's the process? How much of time and money is involved in this?
