How long does it take for the "withdrawal notice sent" message to appear on the USCIS website after a withdrawal has been filed? If I understand it right, 30 days is the max time to respond to an RFE. Is USCIS delaying such display these days??

L1A withdrawal notice acknowledgement on USCIS website
Replying to my own original post --- My husband is with a major IT MNC and is on a L1A for the last 3 years. An extension was filed in February. But he had to leave for India due to a family emergency before any decision was made. USCIS then sent a RFE. Since he had left the US, his company withdrew the petition and told that he can expect a withdrawal notice in 3-4 weeks and then asked him to apply for a fresh petition from India. However its been 5 weeks and the USCIS website displays a "Request For further Evidence sent" notice. We did not anticipate any delay since he has been with the same company and (this is his only employer)for 8 years and has made several trips earlier to US on L1B and then on L1A for short term assignments. Lot of our plans are on hold due to this delay. His company is ready to file a blanket L1A and is holding off until the earlier petition is acknowledged as withdrawn.
1. Off late are there delays in this respect??
2. Any additional information or suggestions would be of help.

Call USCIS 1-800-375-5283 talk with customer service. They will give you the same info that is on their webpage. Ask (insist) for "next level of service", then you will be connected to an officer. An officer has the ability to look at their internal system and can confirm the latest update. Ask the officer to send you a letter regarding the latest status.
