L1B visa rejection - section 8 CFR 214.2

Hello,

One of my friend had a PA yesterday, and it was rejected. Interviewer asked about experience and VISA was rejected because of less experience. Consulate associate my friend to apply after 6 months. My friend actually had 2 years of experience.

Whether his petition is still valid? Or is he has to apply for a new petition.
Is there any experience restriction on L1B Specialized knowledge visa? Whether my friend is elligible to apply L1 A?
