L1A Extension denied, I-94 expired, Is COS to H4 possible

My L1A extension got denied and my I-94 expired on Apr 13 2009.
My husband is on H1B, so can apply for a change of status to H4 while staying in this country.

--- I don't think this is possible since your last status has expired. Best thing would be to leave the US and get an H4 stamping done.
