can i have L1b Blanket and H1b visa active at the same duration?

hi everyone,
Currently i am working for level-5 company in India.
I have L1B-Blankett visa from my company which is valid till the jun-2010.
Since the project in which i am working was not good, i was looking for H1b visa.
So i have filed for H1b visa in 2009, for which the current status is 221(g).

if my H1b visas is stamped,can i have both visas as active?
Since US market is not so good(as of now), Will it be possible for me to go to US using the

L1b Blanket till Jun-2010 and utilize the H1b Visa there after?

--- If your H1B visa is stamped and you intend to come to the US, you are required for work for your H1B employer. L1 and H1B visas are both non-immigrant work visas and you can only have one active work visa status at a time in the US (either one).

Since US market is not so good(as of now), Will it be possible for me to go to US using the L1b Blanket till Jun-2010 and utilize the H1b Visa there after?

--- You can come to the US on your L1 visa and work for your L1 employer. If you decide to switch to your H1B employer, then your (H1B) employer will have to file for a Change of Status (COS) with the USCIS and on approval of the H1B COS, you should work for your H1B employer.

So i will go ahead to US L1b blankett till jun 2010.
If my H1b visa gets stamped(after clearing my 221g query) in July-august 2009, I will make use of this H1b visa after Jun 2010..
Just want to know abt the complexity of having Change of Status(L1 to H1) from USCIS.
How much time it would take, once my H1b employer request for Change of Status(L1 to H1)?
What is the % of success for Change of Status(L1 to H1)?
