URGENT!!! L2 to L1 visa conversion

Hi,
My husband is currently working in US on L2 visa with work permit. He is been asked by his company to change the visa from L2 to L1.

Can anyone pls tell me if it is necessary to go back to India for visa conversion. Or can it be converted being in U.S itself so that he doesn't have to travel back to India.

Prompt response would be really appreciated.

Can be done here but most L1s are being denied. Better if done in the home country.

Due to some personal reason, we are not willing to fly back to India for conversion.

Can you pls tell e what is the procedure to get the VISA conversion staying in US itself?

Also, how much time will the entire process take to get completed in US...
