DS 156 help- Have you ever been refused US visa

Previously I was in US on L1 visa for 3 yrs. Extension for the same was rejected the 2nd time around. Now while applying for H1 visa, should I answer yes or no to the Qn " Have you ever been refused US visa" based on above ? Does it imply extension situations ?

The question applies to a visa at a consulate.
