Working in Canada - Applying L1 to work in USA

Hi All,
I'm working for a India company and came to Canada on work permit. I'm working in Canada now (for the same Indian company). My company has a position in USA. I would like know below details.

1) Can I apply L1 while continue staying in Canada?
2) if 1) is Yes -> can I attend US consulate in Canada to get my L1?
3) If 1 and 2 are Yes -> Can I travel from Canada to US without going back to India?
