Blanket L1 visa rejected, reapplying for same under BEP

Hi,

My blanket L1 Visa application got rejected on 23rd Dec 2009 saying "Your application cannot be clearly approved under some section" . The VO asked me only one question.
My company will soon finish joining BEP and I plan to apply under BEP for the same blanket L1 visa. Can I reapply so soon? What are my chances of getting a visa? Will applying under BEP help?

If the blanket petition is rejected, your company has to apply for an individual petition.
