L1 expiring and willing to apply for L2 COS

Hi,

My L1 visa is expiring by March end and I would like to apply for change of status to L2 as my spouse is working on L1.

1) Can I apply COS on my own? Or Is my husband's company is only authorized to do that?

2) Can I apply for EAD simultaneously along with the COS?

3) How long does it take to process COS and EAD?

4) I would like to work for l1 employer till the i94 expiry date. So, I have two more months. Which is the best time to apply for the COS? Can I apply now itself?
