L2 visa holder can apply for green card ?

Hi all

im holder L2 visa and my husband is holder L1B visa, can we apply for green card ?

can i apply for green card based on my sister is us citizen ?. if i can what doc do i need to qualify for green card ?

how long oes it take for the processing time ? and which application form i should fill, and how much does it cost ?....
