L1 Visa

hi,

please tell me what are the educational qualifications to apply for L1 (blanket) Visa. my friends visa got rejected because she did'nt had a degree.
she got the approval notice, but got rejected when she went to stamp the visa. is bachelors degree a must to apply for the L1 visa?
