processing time to get L1B

my Company( size like Intel or IBM )has apply me for an L1B Visa 9 days ago.

i saw in the FAQ that is take between 1-3 weeks to process.

does this mean Calendar days or Business days ?

why it is 1-3 weeks ? on what is depends ?
