Hello, I am a technology consulting professional with 13 years of experience. Currently working as a manager and will be completing 1 year in my current organization on April 30th. Can I start the L1 A blanket process before I complete 1 year in the organization or do I need to wait? What is the typical processing timeline.

If your company already have an approved blanket petition, then for you the process will be pretty simple & straight forward - you can start filling in the form, get papers ready & schedule an appointment on or after April 30th.
